Proposed Amendment to SR 6 - YA Special Regulation 6 was developed prior to ISAF developing its SR 6 and companion Appendix G. Over the years there have been some developments at ISAF that have resulted in a divergence between the YA requirements and ISAF.

The 2 main variations concern - (1) the YA provision that the practical wet drill and fire components need not be revalidated. (2) cpr and first aid are not required under the YA regulations.

Yachting Australia has recently reviewed the SSSC program under the management of the YA National Training Manager. The YA Board recently approved the changes to the SSSC program to bring the SSSC in line with ISAF. In particular the Board has agreed to the principle that the Wet Drill should be revalidated every five years therefore ensuring that the SSSC qualification will continue to be recognised internationally. Please note that during 2004, Yachting Australia obtained ISAF recognition for its SSSC program so it is important that the SSSC reflects the requirements of ISAF.

The Board has now requested that the NSC consider the implications of such a policy in relation to the YA Special Regulations. Attached to this cover note is a draft notice of amendment to the YA Special Regulations 6.01 to achieve agreement between the SSSC requirements and the YA SRs. This amendment should then remove the ambiguity that now exists between 6.01(a) and 6.01(b) due to the change in the SSSC requirements.

There will be a considerable number of sailors with SSSC certificates obtained in 2001 that will be required to revalidate their certificate to compete in forthcoming events during 2006 so the matter has some urgency.
