Welcome to Nautical News, the e-news service distributed to Yachting Australia members and clubs whose e-mail details have been provided either by the individual or their sailing club. Articles are sourced with the help of the State and Territory MYAs - their logos are located at the end of this page, with links to the respective home pages.

As this newsletter reaches you, we are putting the finishing touches to an agreement which will see a High Performance Sailing Program established in Western Australia for the first time.  The new Program is central to our High Performance strategy which aims to provide local access to elite coaching and support, allowing talented sailors to continue to develop their skills in their home state.  Western Australia already has strong youth development programs in place and the new Program will serve to compliment these. 



We are grateful to our partners, the Western Australia Institute of Sport (WAIS), the Yachting Association of Western Australia (YAWA) and Royal Freshwater Bay Yacht Club, all of whom are contributing funding and resources, for helping to make the new program a reality. 



Looking back, it is pleasing to see how sailing is becoming established as a sport within the network of Sports Institutes.  In the build up to the 2000 Olympic Games, the NSW Institute of Sport was the first to recognise the potential of sailing, setting up the first State Institute program.  Immediately following the Olympic Games, the Australian Institute of Sport (AIS) embraced the concept.  The AIS Sailing Program is now a key platform in our high performance pathway.  There is also a High Performance program in Victoria.  We hope that Queensland or South Australia will follow soon.



All this is seeing new resources brought to bear on sailing.  We are benefiting not only from the increased availability of coaches, but from the expertise that Australian sport has in fields such as sports science, sports medicine and athlete career development.  This can only be of value in maintaining our position as one of the leading sailing nations in the world.



Of course, much of our elite talent comes through the very strong youth development program.  This culminates in the Australian Youth Championship, this year to be held on the beautiful Mornington Peninsula in Victoria.  Details are in this edition. This event is about participation and we look forward to seeing many young sailors on the water this year.

The Yachting Hall of Fame will recognise and record the outstanding achievements of Australian yachtsmen and women.  The first inductees to the Hall of Fame will be announced and inducted at a gala fundraising dinner "Against All Odds" in October, 2004.

Funds raised will flow to the Yachting Australia Youth Trust and to The Northcott Society, a registered charity supporting people with disabilities.

Australian Youth Championship News

The 2004 Australian Youth Championship promises to be one of the most exciting Youth Championships since the event was first conducted in 1998. Apart from the fantastic venue (McCrae Yacht Club is situated on the Mornington Peninsula, just south of Melbourne), the sailing program has been extended to offer more racing divisions, and the social schedule is jam-packed with new and exciting events (see below).

The Australian Youth Championship will attract not only those seeking selection to represent Australia at the ISAF Youth World Championship, but also sailors wanting to develop their skills and gain experience and enjoyment from sailing in a large, competitive fleet. Yachting Australia coaches will be available throughout the week to help sailors of all skill levels develop their talent.

Sailors aged between 8 and 18 are invited to join Yachting Australia for the 2004 Australian Youth Championship, at McCrae Yacht Club from 12 – 16 January 2004.

Hobie 16s -  At its November meeting ISAF approved the Hobie 16 to use spinnakers at the ISAF Youth Worlds in Poland 2004.  The investigation into the size of the kite will not, however, be complete until February 2004.  Hobie Cat Europe will supply one kite "set" to each MNA for training, and the International Hobie Association has offered to provide coaching clinics.  The Hobie 16 Division at the 2004 Australian Youth Championship (12 to 16 January 2004) will not use spinnakers.  Hobie youth crews are reminded that there are some specific conditions in the Class Rules that they must meet, such as minimum crew weight (Class Rule 17.8).  See the Class Rules.


2004 Australian Offshore Championship

NOR Now Available 

The 2004 Australian Offshore Championship is to be conducted by the Royal Prince Alfred Yacht Club from the 3rd to the 7th of March 2004.  IMS, IRC and PHS rated yachts will sail in three Category 3 divisions, with a fourth Category 4 division comprising Sydney 38 One Designs racing for their Australian Championship.  A mix of offshore distance and windward/leeward courses will ensure good racing.

ISAF November Meeting

The Council and Committees of the ISAF met in Barcelona from the  7th to 16th November.  The Council has issued an overview of the proceedings, with the Minutes to be issued shortly.  Click here to see the complete overview.  

The highlights are as follows:

  • The "no drop" scoring system for Olympic racing was discussed and accepted.  David Tillett, AUS, is the Chairman of the Olympic Jury, and John Goldsmith, AUS, and Barry Johnson, AUS, are the Olympic Measurers for the Tornado and 49er respectively.  

  • Age range submission for various ISAF Class Championships were deferred to a working party which will report to the June 04 ISAF Meeting.  

  • Changes to minimum boat and country participation criteria for ISAF class World Championships were confirmed.  

  • In the Race Officials' area submissions providing more rigorous criteria  for the allocation of Race Officials to events were approved and the applications for International Officials were endorsed.  Specifically within the Racing Rules area, RRS 16.2 - Changing Course was retained with clarifications, and over 100 submissions to amend the RRS were tabled and will be considered by the Racing Rules' Working Party for issue to MNA by 30 June 2004.  

  • The Offshore Committee position statement on single handed sailing was adopted.

 Offshore Safety and Rating Issues -

Whilst on Offshore, and outside of the Council, the Special Regulations Sub-Committee has formed a working party to consider two issues: the safety implications of canting keels and variable ballast boats; and the value and implications of the 10 degree static angle of heel rule.  This WP is to deliver a report by 31 July 2004.  The Terms of Reference for this WP can be found here.  Also the Offshore Racing Council considered, and has recommended procedures for, the safety and proper rating of yachts with water ballast and canting keels.  For an excerpt from the Minutes click here.

Grand Prix Rule Working Party (RWP) Concept

 

The RWP's analysis of the survey questionnaire returns showed 82% (of the 177 respondents, with 24 of these Australian) strongly supported the need for an international Grand Prix rating rule.  Since then the RWP has developed its concept and a timetable for production and application of a new Grand Prix rule, and this was presented during the recent ISAF Conference in Barcelona.


In summary the rule will aim to produce fast, fun and seaworthy boats, for use offshore and inshore, with functional racing accommodations.  The RWP proposes a Box Rule derived from VPP studies, with deliberate type forming keeping the rule as simple as possible.  This should also produce good boat on boat racing.  The proposed timetable sees a draft of the rule available in June 2004 and the rule published in September 2004.  This should allow racing to start under the rule early in 2005.  For a more detailed look at the RWP proposal click here.

ONBOARD


OnBoard Online and On the Move

Joining OnBoard is now easier than ever. If you are not a club member and would like to join OnBoard, or you know someone who is interested in finding more information about sailing and club membership, simply visit the new OnBoard page on the Yachting Australia website. 

Many training centres throughout Australia are now delivering OnBoard Welcome Packs to new students and finding the program is certainly adding value to the training experience. 

Peter Lane from Prosail Whitsunday says, "congratulations on the formation of your OnBoard training kit. Our clients are really impressed with the package and, coupled with our 'in house' course guide, it provides them something tangible to take away from the course."

Yachting Victoria's State Development Officer Michelle Pickford is currently rolling out the OnBoard program throughout regional Victoria. Over the next couple of months Michelle will be busy travelling the state informing Clubs of the benefits and opportunities OnBoard provides to enhance club membership and retention.

  • My aim is to provide information/briefing sessions to Victorian clubs by regions. Currently I have visited eight of the nine regions to be completed by Christmas.  

  • The briefing sessions includes an OnBoard presentation which includes showing the OnBoard CD, a discussion on training, club agreement, and risk management.

  • Clubs then take this information back to the general committee for consideration and signing of agreement. The briefing sessions are approximately 2 1/2 hours in duration. 

  • During my travels around Victoria I have received the following feedback on the OnBoard program:  


    - "Great concept"
    - Many clubs have thought about a similar initiative of looking after potential new members
    - CD is a good tool
    - Recognisable brand and should be well supported by promotional gear (flag, sign, clothes etc)
    - Clubs that do not offer training or are have small membership base, see it is a positive way of gaining new members
    - Clubs cannot lose from being an 'OnBoard' club

TRAINING

Reference Manual for Recognised Teaching Establishments

 

Yachting Australia are currently preparing a comprehensive Reference Manual for Recognised Teaching Establishments (soon to be known as Yachting Australia Training Centres).  


The manual will be posted out to all existing RTEs and will include detailed information regarding the Yachting Australia Training Schemes.  The manual will explain the changes to the training schemes, the areas which are not changing, and a full time-line for when this is happening.   


All Yachting Australia RTEs should have received two memos from Yachting Australia's CEO, Phil Jones.  Copies of the memos are on the
Yachting Australia website.



The complete Reference Manual is currently being finalised, incorporating feedback from State Associations, RTEs and Instructors and will be mailed out to each RTE at the end of the month.  Check the Yachting Australia website for the progress of the manual, so that you know when to expect a copy at your RTE or Training Centre.

Important note for Safety and Sea Survival RTEs  -  In order to ensure that your certificates are processed expediently during the busy offshore racing season, please check that you are using the correct paperwork when submitting your course details.  Further information can be found on the Yachting Australia Website under Training.

Adelaide Sailing Club 
Hosts of the Fireball Worlds Downunder

The Adelaide Sailing Club is gearing up ready to host the Fireball National Championships as the preliminary event to the World Championships. The National Championships will be held from 27 December - 1st January, with the World Championships following from the 2-10 January, 2004.


                                                                                                             
         

Adelaide Sailing Club has a pretty full calendar over the next few years, with several major events coming their way. The Fireball National Championships 2003/04, Fireball World Championships 2003 /04, Etchell National Championships 2003/04, Cadet World Championships 2004/05, 125 National Championships 2005, Flying Fifteen National Championships 2005, will all take place at the Club which is located at West Beach on St Vincent Gulf 5km due west of Adelaide.


The Adelaide Sailing Club takes every opportunity to entertain their members with social events. The Clubs social calendar is extensive and varied. December events includes a quiz night, children's Christmas party, farewell party for the 'yachties' competing in nationals and a New Year's Eve bash.

News from YA NSW

Office Hours - Please note that the YA NSW office will be closed from close of business 24 December 2003 to Monday 5 January 2004. The Yachting Association of NSW wishes all members a happy Christmas and New Year and a safe journey for those travelling on holidays and to regattas over the holiday period.

Membership Processing - A reminder to all Club Secretaries that should you have membership for YA NSW to process in December, that we will ensure that any membership received by Friday 19 December 2003, will be processed before Christmas, but anything received after that, will be on a best efforts basis.

Sail Seminars - The Yachting Association of NSW offers a variety of seminar programs for your Club or Class Association’s members. The seminars are a terrific way to further the knowledge of your sailors, and a great way to get sailors together for a social experience off the water. No matter what the level of experience, our presenters will tailor their session to your requirements. Kay Cottee Sailing Encouragement Awards Program  

The Kay Cottee Program will provide five young Assistant Instructors from country areas of NSW with the opportunity to further their coaching experience at an all expenses paid residential program to be held from the 2nd to the 9th of January 2004. 

If you are aged between 15 to 18 years old and are currently an Assistant Instructor or are interested in becoming an Assistant Instructor please apply for this fantastic experience. You will be taking part assisting the Yachting Association of NSW's Development Officer Lee McCourt in providing sailing instruction to 18 youth from regional areas of NSW at the Sydney Academy of Sport, Narrabeen.

Sail Melbourne International 420 World Championships – Already Over Expectations!

Many more than the expected 120 boats have already provisionally entered the International 420 World Championships to be held at Mornington Yacht Club between January 2nd and 11th 2004. The generous subsidised shipping program supported by P&O Nedlloyd and Schenker have ensured that 15 containers of 420 dinghies will be delivered to Mornington. The World Championships will be preceded by the Australian 420 Championships to be held at Mornington Yacht Club between December 26th and 31st and many international teams will be arriving early to use this to get accustomed to the local sailing conditions.


Sail Brisbane Begins

A large contingent of Australia's elite 470 sailors along with teams from Canada and Singapore are currently competing in this years Sail Brisbane Regatta which started on Sunday 30 November and continues to Wednesday 3 December. Also joining the fleet of over 60 boats is a large fleet of Lasers along with Europes, Finns and 420s. View the latest results here


Try Sailing Day a Big Success in WA

YAWA held a very successful SunSmart Try Sailing Day last Sunday 16th November.  Fourteen metropolitan and three country clubs participated on what was an excellent day.  Most clubs reported high turnouts of "try sailors" and there were numerous enquiries about club memberships and training courses.  The clubs will be undertaking follow-up action with all those who indicated an interest in further participation.

 GO FOR GOLD - Australia's Premier Coaching Regatta

 In the lead up to National, World and Olympic Class events the annual Go for Gold Regatta attracted record fleets at Black Rock Yacht Club, taking advantage of coaching by Bunny Warren, John Mooney, Mike Fletcher, Arthur Brett, Marty Watson, Mark Jackson, Craig Cobbin, Paul Pascoe, and Craig Smith.

50 Lasers, including Laser 4.7 and Laser Radials competed. Olympic Bronze Medallist, Michael Blackburn, was pushed hard by Tom Slingsby as they dominated the Lasers between them. Krystal Weir, Victorian Sailing Team member and ISAF Youth Worlds Silver Medallist, took out the mixed Laser Radial fleet, winning every race save one when she snapped her rig.

In conjunction with Sail Melbourne, Mornington Yacht Club will host the  420 World Championship in January. Over the last couple of months local 420 sailors have benefited from an intensive coaching program under both Bunny Warren and Arthur Brett. This continued during Go for Gold with 22 420's competing. Skipper, Nathan Outteridge, ISAF Youth Worlds Gold Medallist won the event over local Victorians Matt Petzke (2nd) and Will Phillips (3rd).

Fleets of 14' Skiffs, 29er's, Flying Dutchman, Europes, Finns, Fireballs and Sabres also participated. The countdown to Sail Melbourne 2004 is on and we look forward to seeing more world class sailing on Port Phillip.

What's Happening at Yachting ACT?

  • At the their AGM on the 13 November,  the Yachting Association of the ACT officially changed the name of their  MYA to Yachting ACT.  
  • Don McMichael was re-elected as President, with the other office bearers also continuing - Peter Russell, Senior Vice President; Michael Leydon Vice President; John Graham Treasurer; and Mel Clark Secretary
  • Martin Linsley continues as Chair of Yachting ACT's Training Coordination Committee and John Kennedy as Chair of our Racing Rules Committee.
