Sailing Instruction 19.7 is altered to read as follows:

19.7 Boats failing to sign on before leaving shore and up to the Warning Signal will be penalised without a hearing by incurring a 20% penalty, but not worse than DNF, to their score in the first race for which they should have signed-on. Boats failing to sign off before the end of protest time, shall be penalised without a hearing by incurring a 20% penalty, but not worse than DNF, to their score in the last race for which they should have signed off. This changes rules 63.1, A4 and A5.
