Facts Found| | 1. GBR 21 was stationary above close hauled on starboard tack below the starting line.
2. DEN 8 was reaching on starboard and luffed and established an overlap to wiindward of GBR 21.
3. After approximately 5 seconds DEN 8 sheeted in and luffed to tack.
4. Contact occurred between the tiller extention of DEN 8 and the lower back of the helmsman on GBR 21.
5. DEN 8 did not make a penalty turn.
