Facts Found   184674 was close hauled on starboard tack. 186634 was close hauled on port tack and on a converging course. 186634 asked if he could cross and 184674 answered 'no'. 186634 tacked on to starboard very close to leeward of 184674. 184674 luffed to avoid contact but there was contact. Neither boat took a penalty.
Conclusion   186634 did not keep clear of 184674 while tacking as required by rule 13. 186634 did not avoid contact as required by rule 14 when it was reasonably possible to do so. It was not reasonably possible for 184674 to have avoided contact.
