Facts Found| | 1. FRA 16 on port tack and DEN 12 on starboard tack were sailing downwind toward the starboard gate mark.
2- As DEN 12 entered the 2-length zone FRA 16 was overlapped inside her.
3. At the mark FRA 16 luffed to avoid DEN 12 and passed behind the stern of DEN 12.
