Facts Found

 

SIN 2 rounded the leeward mark then rounded slalom mark 3 instead of slalom mark 1, SIN 2 then rounded Slalom marks 2,3 and finished.


Slalom mark 1 was a pencil mark tht was not standing in its proper upright position and the Race Committee stationed a race committee boat near slalom mark 1 in order to draw attention to it.  When SIN 2 rounded the leeward mark the Race Committee boat was not in position relative to slalom mark 1.

Conclusion

 

SIN 2 failed to correctly sail the course as required by rule 28.1


As slalom mark 1 was not correctly layed there was an error by the Race Comittee which caused SIN 2 to break a rule.  Rules 60.3(a) (2) & 62.1 (a)

Decision

 SIN 2 is DSQ from race 1. And SIN 2 is granted redress and is to be scored 2nd place in race 1.
